You can add effects to your weapon in weapongrp.dat file, here is the list of effects and a tutorial from -=ANUBIS=- :

I don't know how to make your own effects, but you can change their textures as well.

im tring to do the same, nothing complicated, just a wep with black glow, but when i modify the env.ini to 0,0,0 the glow turn transparent instead of turn black. some1 can help me with that?
