Can this mana potion works in the long run and why not?

Mana potion skill:

or make it 360 times x 10 seconds

so it doesnt spam alot.

So it does for 1 hour stays as buff and every 10 seconds it gives 2k mana, i think its good for pvp server, and i didnt wanted to compile just for potions..
