I think that they use it to have better succes when they do Hex.

emp is only for better landing HEX and Freezing strike , because these skills are magic and need m.atk.

( trick is not magic skill).

IMO i get acumen instead of empower,dunno why but casting hex fast is better than cast it slow and maybe dont succes.

well Empower used by GHs is so that Freezing strike and debuffs like that can land easier....

For server then have only 24 slots of buffs, empower is sucks, but in servers with out buffs, i buff renewal, meditation, acumen, empower... for more cast in hex, freezing, etc.
