Both have people and are stable enough,however it's hard to catch old players as a new comer at gear especially on first one wich is oldest,but both server worth playing if you have enough time.

depends on what rates you look for,for their rates they have good community than others

idc but not very slow  i care for PVP not PVE also looking for very popular servers

try l2damage,decent online pvp server maybe you stick with it.
