risky if you pay someone you dont know and direct with credit card... :P towalker is a company that exists for years and also you pay using Paypal so it CANT be risky since if smthing happens paypal refunds you  and also paypa does not give you eprsonal details in any money exchange :)

I would better pay 2USD in l2divine.com for it's bot that I actually found even better. (ogg and IG have both more options and quite easier to config)
