Depends on the server pack you use but here is an example for l2jserver h5...

data/skillTrees/classSkillTree.xml - A map of all skills given to a specific class / level.

data/stats/skills/ - There are all the skill files... the filename indicates the range of skill IDs that this file contains.

 

These files are in the datapack.
