Help Skill Reuse Time

So I recently started playing gladi in l2 world. The new x50 one. So I watched muertes guide and there it says that if you use the macro /useskill or /useskillforce the skill reuse will get about a second faster. When I watch his videos he casts buster and storm instantly without any cds. I can never get a perfect combo without auto attacking. Is it me or that's how the server is made. Is the CD of skill changed.
