Help Community Board Can't Connect To Localhost

CommunityServerHostname = localhost

CommunityServerPort = 9013

CommunityServerSqlDpId = 200

CommunityServerHexId = 123456 

 

these are from community board properties

the error i get in GS is this:

 

CommunityServerTrhead: trying to connect on localhost port 9013

connecting to localhost failled

 

what i have to change port 9013 is OPENED and in navicat there is Localhost...
