Atacks Problem..

I have a problem with my server, I'm suffering from some small attacks .. There are not ddos .. but one often tries conect IP with dedicated server and get to send more than 100 connections and this causes LAG row and Freezze on the server.

I use Debian .. I can do not to send 100 packets continuous from one ip?
