Problem Login/Gamerserver

Hello guys is anyone can help me open my server? I have router and the ip is like 192.168....

And the ip from whatsmyip is 81.164.98.213. I try make 1 no-ip adress but dont work the login or gameserver. Can anyone help me how can i configure the gameserver and login to open the server on internet not local. The server open only if i put 127.0.0.1 for local or 192.168...  If anyone can help me post please. Thankyou !

I want to open to connect all people not only local.
