when you talk to the NPC Udan Mardui to continue the quest tells you this

You are either not on a quest that involves this NPC, or you don't meet this NPC's minimum quest requirements.  :-\

_Beta is unstable version of L2jserver HI5, just make a ticket in timeline or post to l2jserver forum, they will fix.
