What skill? I dunno how to make that skill...

I need to make a skill, that archers and daggers would learn automatically, and then they equip Heavy armors, their atk spd or spd goes to 0.

Do anyone of u guys know, how to add Anti-Heavy ? I mean not by configuring java, by creating a skill, that archers and dagger would have.
