Ok, i see where is the problem.
Wrong id in henna.csv
It should be:
133;symbol_s+4c-5_c;4577;10;36000;0;4;-5;0;0;0

if these configs both false, it will be one active and one passive max anyway. So, you must edit each active skill and remove stack function.
