On Linux is very easy. You can scan system for running proccess and if not, start them. That via cronjob. Look for "service monitor" in Google.

Windows have a scheduler and also have... Startup directory where you place stuff to start at boot/ first login. Sorry I can't help more, I am not that skilled with Windows.
