Open your image.

Go to channels. Right click on Blue channel and select duplicate channel.

Press control+m to open Curves. Apply these settings in it :-)

Go to filter>Blur>Gaussian Blur and set the radius to 4 pixels.

Click on the layers tab to return back to layer pallate.

Now, go to select>load selection and in the channel, select Blue Copy

Press control+j to duplicate and create a new layer from the selected part of the image. Set the layer style to Screen.

Finally, apply curves as shown: -

You now have glowing image :)

why you dont use just the tool for light

 

The tool for light ? Where is that tool i am really curious ... I didn't heared about something like this till now .. The only tool i know that makes the image brighter it's the Dodge Tool ... and i don't think so that u can get the same effect by using that "tool" you are talking about

yeah Dodge tool if its not the same so i am sry :S
