[Help] Cant create a clan

I dunno how but the clan system have been bugged, nobody can create a clan, anyone know whats wrong? I deleted from mysql a clan so that might be the fault. But I dont know how to fix it.

I just find out that the whole clan system works fine but there is only problem with clan create.
