In your cstrike folder, there is a text called motd.txt

Open it and edit it however you want.I'm not sure about how can you put a screenshot in it, but try it by uploading a picture you want on www.imageshack.us and pasting the link in it.

Thank you very much i like change it only because i will open server now cs server.. and is not beautiful the default :p
