If you know what to do and code everything is possible. Some people knows C++ and other knows Java. If you don't know what you coding you'll find out that with both your server sucks.

L2Java ofc You'll never find L2OFF good files except C4. Second you must study A LOT to fix L2OFF files. With java you need to study but you will find here everything you need. Fixes and other things that people here found them before you think to open a server. i believe coyote had more to say on this topic but...
