[Help] Conecting website with db

I have dont everything to finally connect my website to the db with php codes!

 

This is the error i keep getting when try and open the website

 

Lost connection to MySQL server at 'reading initial communication packet', system error: 111

Make New db and also in your hosting company's Panel make directory website and place all the website's files into it. Be sure that you've ports 8080 for HTTP.
