Well whenever a player requests to cast a skill, if he meets the requirements server sends to client MagicSkillUse packet which holds information for the skill, source and target location(x, y, z respectively). All these information are handled by client. What you can try to do server-side is to change source location to dummy location (0, 0, 0) or something. If we speak about Interlude, my pack is still actively updated - we introduced few weeks ago new SpawnManager, few days ago we released complete drop/spoil rates edit based on L2OFF rates and manor domains (seeds territory zones).
Hasha actually focus about implementing properly the AI system (would take few months), I personnally introduce numerous new event types (PARTY_KILLED, PARTY_ATTACKED, SEE_ITEM, NO_DESIRE, etc), and eventually the Desire system (under thoughts).
From the sound of it, you have absolutely 0 clue what a Lineage 2 server requires. Why don't you just download a free pack from L2j and look around before you actually think about sinking money into this? @illluz
