this guide will go over how to create a new effect for l2 and how to attach it to a npc - static meshes will only work if they are saved using postal editor - EditPackages is the list of 'packages' that ucc will read/save - name your .int the same as your script .u (save as 111 for int) - attaching to bone is not necessary, unless it's a small effect and you want it on a specific part like       RESOURCES - Unreal (Postal version) - REQ
