Well you've to download the server configuration from here You've to download for windows or linux. After your download you've to follow the guide i made How To make your own GTA Online Server

 

Also you've to open the following ports.

 

2300 internal 2400 external and 47624 internal external ports. So you're ready to play with your friends.
