SmartGuard don't provide code for getHWID by default - for your custom usage. It's the buyer problem to implement it. Kara should only put getHWID as an code example and that's it. @Kara` if I was on your place, I would not refund anything as it's not your business smartguard doesn't work / don't provide getHWID legit method, only hidden shit inside the jar. Else your deal was 'make my smartguard crap use hwid'.

I would say change the data center/company. Nowadays they should provide good enough PING. Ovh normally should be enough. Also, next time try to get a vps/dedi from France. It has better ping.

I used SmartGuard for a month. Their jar's code are so freaking old (aCis based package is 1 - 1,5 years old) causing 'hidden' issues you will find once you go live. Shitty Skype support - read none. A big no from my side. Active Anti Cheat from another hand, their price is $300 and from second month, $35 monthly. Strix and/or whatever. No idea. For me conclusion is one, it's pointless to invest into it, waste of money. Sure you may block most of the people botting (maybe), but nowadays there are various ways to bot and still people do it. Plus, player base drastically decreased.
